Conversion: Do not create hunt-unit GIS for Missouri from current sources. County-based regulations and CWD zones do not constitute hunt units per Jonathan's mapping standard. MDC has an ArcGIS Hub but no confirmed deer/elk hunt unit FeatureServer discovered in this pass.
License/source notes: Missouri deer hunting uses county-specific antlerless permit limits (not GIS-unit-based) and CWD management zones (disease-response boundaries, not hunt units). No statewide deer/elk hunt-unit polygon GIS confirmed. MDC provides CWD HHI MapServer (gisblue.mdc.mo.gov) for CWD core areas and harvest data, but this is a disease management layer, not a hunt-unit layer.
