Conversion: BLOCKED for full import — RDE MapServer layer 29 confirmed authoritative for QC numbered hunting zones 1-29, but REST query is capped at ~20 of 43 features. To import: (1) request full feature export via ArcGIS Server admin export operation, (2) download the MFFP FGDB from diffusion.mffp.gouv.qc.ca and filter for 'Zone de chasse et pêche' polygons, or (3) use TFS GeoJSON as supplementary reference (different zone classification). Do not fabricate boundaries. 28 zones confirmed (zone 25 excluded). PDF maps at quebec.ca remain authoritative. The TRQ 100k FGDB has 17 layers (ZEC=86, wildlife reserves, etc.) but does not contain the numbered zone polygons.
