Format: PDF/HTML map only
Conversion: Classified no-sub-map-needed. Game zone boundaries are text/GIF only. WMA property boundaries are only in PDF maps (wmamap1.pdf-wmamap10.pdf). No FeatureServer, WFS, or downloadable shapefile found for either layer despite exhaustive search of SCDNR ArcGIS Hub, REST endpoints, and public lands viewer. Per Jonathan's standard: do not fabricate boundaries.
License/source notes: SC game zones and WMA properties have no official machine-readable boundary source. WMAs are individually leased parcels with PDF maps from dnr.sc.gov/wma/maps.html. Game zones 1-4 are defined by textual description + GIF map, not shapefile/GeoJSON. SCDNR GIS Open Data (data-scdnr.opendata.arcgis.com) confirmed without hunting-unit polygon layers. PAD-US/USGS WMA inventory investigated as fallback but not viable. No county-level fallback attempted per policy.
